Can I use my 15' radius bar to shape my back braces?

Yes, if it's radiused the length of the bar.

So my back will end up being radiused 15' length and width?

You would need to profile or radius the the rims for the back to have a 15' radius lengthwise. The braces can hold the radius widthwise.

Braces are not supposed to be radiused across the width that would ruin the glue joint you'd simply be rounding it over and there is no way you'd be able to bend the back plate to match -- thus gaps. The glue surface is perpendicular to the brace contour.
