Can a router be safely slowed down? How would one go about that?

These go on sale for about $15 or less

Usually you run the router as fast as possible -- tip speed rules! Slow down for larger bits over 3/4" Burrs work best running fast.

I have that HF speed control. I use it on my RA Sander that doesn't have variable speed.
My understanding is that you DON'T want to use the speed control with a router that has a soft start motor, such as my Craftsman has.
My HF trim router does not soft start, so I can use the control with that.

And as an aside, that is the controller I use to control the heat setting on my blanket for bending.
