Mortise and Tenon neck

Ok...I have a Martin bolt-on neck, I'm quite confused in that it has but one brass insert to pull the neck up to the block/body and hold it in place. No glue?

I does fit very well...but this appears to be a flaw in their design. The though of installing another at this point is scary. I DO NOT have a bolt for this thing, it appears to be a 1/4-20 insert...how long is this supposed to be?
anything special about it except the head, that I assume should be inset in the block and have a washer of that inset size and be of an allen head...? How far should it extend in into the neck? it now runs in about a 1/2" before it bottoms out.

The insert in the Martin neck is mostly for factory processing. Martin MT necks are glued in place -- both the tenon and the fingerboard extension (bad design) I've herad of builders just using the one bolt 1/4-20 1 1/4" no glue.
