Is it possible that the plane might have been a specialty tool for a, "Wheel Wright" or possibly a, "Cooper"?

Sorry to expose my ignorance on the first day...
I was hoping it would take you guys a while longer to figure it out :-)

One of last years Fine Woodworking magazines had an entire article on the compass plane. The are very much in use by modern wood workers. Rockers on rocking chairs as an example. They can be set for concave or convex curves.
