John's advice to replace the obviously damaged frets, sand level, and inspect the results impresses me as the best thing to try first. It certainly seems to me to be the least invasive solution and may well solve the whole problem with the least amount of work. No use sanding down and crowning a perfectly good fret.

Paul, If it conceirns a few frets, I would go with the replacement of those frets.
If it is all up from 1 to the 7th fret I would go with leveling.

About the leveler: You can use any square pipe 1"wide with sticking sandpaper to do the job.
FWIW: I started with the expensive bought tools and now working with the home made levelers. Ha!
