What's the proper way to have a satin finish nitro lacquered neck?
I've watched a few Youtube vids and all they seem to show is sand off the gloss finish. However, Behlin offers a satin finish top coat so I'm not sure whether to use this product over a gloss lacquer finish or not. Has anyone used this product?

Use a satin coating -- yes you can knock down the gloss with abrasive, but why bother? Now the trick is to spray the last coat so you do not need to do any leveling --- easy on a neck. I like Watco Satin in the rattle cans, the burn in is outstanding and it levels like magic.
