So, if I understand correctly - always an iffy proposition for me :-) - first the strings are resting on the zero fret, then the relief is dialed in, and THEN the action is set at the saddle?

If that is the case then I suppose having a few saddles in the case for varying conditions would make sense.

Does the zf wear down? Would SS be a good choice for that fret?

Yes, action and intonation last, if you can hang onto the guitar for long enough, a month is good before you finalise things to give the guitar time to settle in.

No need for several saddles, you can easily measure the action at the twelfth fret and if you're .040" too high then take twice that amount off the bottom of the saddle, but do measure at the bass and treble sides as it's rare to have to take off the same amount right across the saddle.

I have a 1957 Hofner President with a zero fret and I cannot detect any wear on the zero fret whatsoever, so no, I don't believe you need a harder fret in this position, frets seem to wear the most by playing on them. I use 'evo' wire which is much harder than the nickel silver wire often sold, but in any case I would just use the same wire throughout.
