NO - that was bad info. The frets tangs ARE seated. And in fact now I'm thinking that the fb, which looks so flat, is actually dished!
I laid a feeler gauge alongside some frets, and had to bend the gauge blade a bit to make it conform to the fret, and in so doing it laid flat on the fb.
In other words, the fb is dished.
It was hard to see at first.

Re-re-checked- the fb definitely is concave from side-to-side.

I've had one or two like that before. Take the frets out, level the FB and re-fret. Good as new.

Any tips on removing the frets and not chipping the fb?

You'll need to make or buy some fret pulling pliers -- properly shaped pliers will prevent and not cause much chipping. Use a soldering iron to apply heat to the fret sometimes there is glue in the slots.

Generally speaking you'll get more chipping with an ebony FB. If it is RW they will come out much cleaner. Also, you want to check for any twist in the neck at this time and correct that as well if applicable.
