Where does one get the stock, and will a simple drill press do the job?

Go to ebay and type in "aluminum stock." It will bring up a number of sizes. Figure out what you need and you're good to go. Aluminum mills easy, I cut it on my table saw and drill it on my drill press. You could copy the jig from Stew-mac.
