For difficult to sand areas like the heel I would use swiss sandpaper, which has a fabric backing instead of paper. It mold easily to compound curves and is available from specialty woodworking stores. It is also relatively non-clogging.
Just when you think you're getting ahead in the rat race, the rats get faster.
