Not sure why there would be concern regarding static with PVC? All sanders generate a charge (mostly from the required dust collection) Its a good idea to ground the vacuum collection machines and pipes as well as the equipment they are connected to.

Having built a couple of drum sanders -- my advice is not to over think the design, PVC, plywood, MDF, aluminum you name it and a hinged feed table -- and your sander will work just fine. Like some of the "Grizzly" sanders I found that attaching the abrasive to the drum with filament packaging tape works good too.

And is it difficult to find a motor?

No pix of mine but I think I have a link to something similar -- I'll start another thread when I find it. The style in your link would certainly work -- but no dust collection -- you got to be kidding!!

Like I said any motor will work -- 1/2 HP or more I would not spin it faster the 1000 rpm or so, just select the proper pulleys.
