Not sure why there would be concern regarding static with PVC? All sanders generate a charge (mostly from the required dust collection) Its a good idea to ground the vacuum collection machines and pipes as well as the equipment they are connected to.
Having built a couple of drum sanders -- my advice is not to over think the design, PVC, plywood, MDF, aluminum you name it and a hinged feed table -- and your sander will work just fine. Like some of the "Grizzly" sanders I found that attaching the abrasive to the drum with filament packaging tape works good too.
