Maybe something like this, if we want to sand rather than scrape?

Ditto on the razor blade Dave. I've thought about mounting a half of a blade in a handle so my fingers aren't in the way when trying to get that blade right up against the fret, and also on braces (I started carving/sanding back braces tonight and used the razor blade, and thought again I need to mount the thing in a handle).
You do want to go with the grain, and scraping seems to be the best way. Work with the razor blade more, and figure out a handle so you can have better leverage and control.

Actually I do have such a holder and have been using it for a couple of years. I use it for many things including getting scratches out that are between the frets.
I guess I'm just having trouble getting my question across: DO YOU HAVE A TOOL OR METHOD FOR SANDING SCRATCHES RIGHT UP NEXT TO THE FRET??? :-)
In other words, for this little job on my bench right now, I really really really want to SAND, not scrape. I know how to scrape with a razor blade but for this job I have not been successful with the blade.

Whew!! I feel like I've run a mile. Actually that was back in the day; now, I feel like I've sat up in my recliner. :-)

You can take a small piece of cork (as a sanding block)and PSA sandpaper or double sided tape to stick the sandpaper to it. Don't "wrap" the paper on the block or it won't get right up to the edge. I also have a "Holy Terror" sanding block that I have cut up into small pieces for just this purpose. It is firm enough to get pressure yet flexible enough the follow the radius.

This is what I use for fine work in tight places

That looks like a good tool. May had to investigate further (that means buy it!)

Here's the Holt terror (I got them on sale in a 2 pack for less than this price for one):
