I'd like to find a program that will allow me to:
1. drag and drop the outline of a guitar shape
2. adjust the scale to make sure the dimensions are correct
3. And then - calculate and provide a .dxf file that I can give to a cad guy and have him cut me a template.
Free would be my preferred cost.

I wish I could help. I tried to help my wife once who wanted a complicated pattern (she had a picture) cut out for a garden panel. I used a program like image2cad (free) which converted the line drawing image to a dfx file. I read the dfx into turbo cad and scaled the image to her panel size. The problem I ended up with is that the dfx file was composed of a million or so small vectors, finally the plasma cutter took pity on me and took my file through another tool that produced a reasonable set of tool paths.

Well I was able to produce a dfx file from the GThang tool, after fooling with the shape - modified from his 'classical' template - for 1/2 day or so.
So now that I have that I need to find a local CAD guy/shop to make a pattern.

Why not glue the drawing to some Masonite and cut out on a band saw? To mark the brace layout drill small holes along the lines use a sharp pencil to mark/make dots -- connect the dots on the sound board material.
Use Adobe in the print poster mode to get a full size drawing.
