Martin Truss rod

I have a Martin D41 kit I'm building.
The Martin instructions discuss an aluminum truss rod. The new kits have a steel truss rod.
The rod is covered in what appears to be Blue shrink wrap.
The instructions for the aluminum rod talk about installing it with the paper side down. the new steel rods have no paper. They only mention that the newer (steel) rods don't need at shim on top.
I don't know if I am supposed to glue the rod in and with what glue if I do.
And, Do I leave the shrink wrap on (it looks as it is meant to stay on) , or do I remove the shrink wrap ?
Can anyone help me with this ?

Not directly helping, but....Bill Cory's two books, one on kit building in general, the other on building Martin kit guitars, are very good introductory reading. Edit ----- see comments in book review section

That's a two-way rod do not remove the blue casing a little glue to prevent rattles is a good idea.
