I can't tell if the back part of this bridge is resting on the top or not. Can you?

I believe it is -- also I think I saw that bridge design somewhere else and it was strung with the ball end in the slot and the string wrapped around back up to the adjustable saddle. Something like the "Badass" electric guitar bridge tail piece combo.

Seems like it would work even with a pegged bridge. I do not think I would do it.

I don't like it at all, but it really looked to me like that back portion is not glued to the top. But that would be very odd.

I wonder what stops the mini saddles from sliding forward when the strings are tensioned?

The picture that I see does not show the bridge/soundboard joint. Runs out of bridge at the bottom.
