It's based on the size and shape of the solid pieces. By rearranging them one can take away a 7th of the length (which in fact equals the area of one square) enabling one to remove one of those three single square pieces.

I beleive if you viewed the illusion from above you'd see the retangles are not perfect squares -- also the tray is being swapped out.
