I have seen offered on E*** enclosed tuners from China at very inexpensive price points, enough to tease me to use them on learning-project guitars. Any comments/experience/advice?

Haven't used them, but if they are cheap to buy, they are probably cheap in quality. You don't want your machines slipping.

Not sure I've ever seen enclosed metal tuners that slipped? There are toy tuners that look like chrome but are made of plastic of course that is junk -- Many of the imports are the very same machines without the logos Gotoh, Schaller, Wilkenson, Grover etc. coming out of the same factory. Now on the other hand if what you are talking about is a couple of bucks - expect the worst, not necessarily slipping but poor chrome and scratches in the finish.
