Maybe -- but likely not, depends on design, vertical or horizontal? Ease of in/out fence adjustments, vibration control, etc.
On a router table with a straight cut bit.

I have seem people do it with a good properly setup jointer. Once learned it is very simple to do it with a well setup sharp plane and a shooting board. I finally got good with the plane when I thought about what was going on with the plane and making sure I was applying pressure to keep the plane ...

So it cost you $140+ for permits? I had to pay USDA/APHIS a $70 fee for the PPQ621 and I had to pay Madinter €80.00 ($91.39 in todays exchange rate) for them to apply for the CITES permit, I don't know their actual cost.
