I just enabled name change for registered users. There was a permission not set for registered users although I had the global bit set.
From your name in the upper left select user control panel -> profile tab -> edit account settings. You should be able to change it.
There used to be a rule that it had to be your real name. I still think it is good if the user name at least has a first name so I do not feel weird addressing a user by their tag. Using the signature is alright as well.
